Role or Purpose of the Position
VA’s work is guided by an implementation science (IS) approach to improve the implementation and impact of nutrition policies, programs, and interventions. VA’s IS approach focuses on (i) fostering knowledge exchange, collaboration, and ownership among stakeholders, (ii) understanding contextual factors, barriers, enablers, and potential solutions to delivering and scaling proven nutrition interventions, (iii) designing and testing implementation strategies, and (iv) supporting efforts to scale new or strengthened implementation strategies.
The Technical Specialist will be responsible for coordinating and supporting implementation research projects and providing technical support for activities aimed at strengthening the implementation of evidence-based nutrition interventions. The individual will work closely with cross-functional teams including government stakeholders and consortium partners to design, implement, and evaluate research studies and programs aimed at informing programmatic decision-making and improving nutrition outcomes.
Major Duties and Responsibilites
The Technical Specialist will be responsible for the following:
Provide technical support and leadership to existing maternal and child nutrition initiatives in Cambodia:
Leadership and Advocacy:
- Strengthen stakeholder engagement with government ministries, development partners, and local organizations, serving as a technical liaison among VA, consortium partners, and national stakeholders.
- Facilitate multisectoral policy dialogues between various agencies, institutions, and government to increase coverage of evidence-based nutrition interventions.
- Lead and advance existing research findings into national policies and guidelines
Technical Support:
- Provide technical assistance to support the design and implementation of implementation research studies, including contributing to and reviewing research protocols, data collection tools, and analysis plans.
- Support the coordination of data collection activities, including training staff or consultants, managing data collection processes, and ensuring data quality and integrity.
- Contribute to the dissemination of research findings through the preparation of manuscripts, reports, presentations, workshops, and other publications.
- Participate in technical discussions and planning of implementation strategies for the Transforming Lives through Nutrition project with country consortium partners, Helen Keller International and iDE.
- Review programmatic and budget documents shared by consortium partners.
- Monitor and support the implementation of VA’s Vitamin A and deworming supplementation programs with program partners, as needed.
Knowledge, Skills, and Abilities
- Master’s in public health, nutrition, social sciences, or a related field
- Minimum 10 years of experience in public health, nutrition, or related fields with at least 6 years experience in implementation science, operations research, program evaluation, or a related research field
- Demonstrated ability to work with government officials (essential), health actors, civil society, and other stakeholders and networks in the area of public health nutrition
- Strong experience in providing technical advice on maternal and child nutrition
- Experience coordinating and conversing with multiple stakeholders, including with the Ministry of Health (MoH), and other key stakeholders within Cambodia
- Strong understanding of research methodology, study design, and data analysis techniques
- Experience coordinating research projects and program initiatives, managing budgets, and meeting deadlines
- Excellent written and verbal communication skills, with the ability to effectively communicate complex concepts to diverse audiences
- Demonstrated ability to work collaboratively in a multidisciplinary team environment
- Must have the ability/desire to travel
- Fluency in Khmer and English
