Technical Specialist, Cambodia 

Samphy Cheav

Mr. Samphy Cheav is a public health nutrition professional with over 15 years of experience in senior leadership, program implementation, monitoring and evaluation, and technical advisory roles across Cambodia’s health sector, with a strong focus on maternal and child health, nutrition, health systems strengthening.

He has led large-scale health and development programs in partnership with key stakeholders, including USAID, WHO, the World Bank, the Global Fund, FHI 360, CARE, World Vision, and the Ministry of Health, as well as private-sector partners such as GlaxoSmithKline (GSK), DKSH, and Viatris.

In his previous role as National Technical Consultant for Research and Data Analysis for the Cambodia Nutrition Project (CNP), he was appointed as Secretariat of the Implementation Research Steering Committee (IR-SC) at the Cambodia’s Ministry of Health, where he led multiple implementation research initiatives and contributed to the development and revision of national guidelines. These included drafting the National Dietary Guidelines for children aged 6–23 months, developing the One-Stop Health Service model to strengthen growth monitoring and promotion (GMP) service delivery at health facilities, and supporting updates to the National GMP Guideline.

He also brings over five years of academic experience in lecturing, thesis mentoring and advising, and curriculum development for Public Health, Nursing, and Midwifery programs, and has strong expertise in implementation research and quantitative and qualitative data analysis using SPSS, STATA, ENA for SMART, NutriSurvey, WHO Anthro 2006, and WHO Optifood

Mr. Samphy holds two master’s degrees in Public Health and Development Studies and is currently pursuing a Ph.D. in Health Sciences at the Royal Academy of Cambodia (RAC). He has co-authored multiple publications in local and international peer-reviewed journals
