Role or Purpose of Position

Key Duties and Responsibilities

The M&E Officer will be responsible for the following:

  1. 1. Monitoring & Evaluation
  • Implement and maintain M&E Plans and frameworks, tracking all relevant indicators as relates to the different projects.
  • Following VA’s sampling methodology, conduct monitoring visits to Program Partners using standardized VA tools.
  • Ensure monitoring findings inform adaptive management and strategic direction.
  • As part of the Transforming Lives Through Nutrition project, facilitate external monitoring and evaluation visits by ensuring all required documents, datasets, and records are complete, organized, and readily accessible to external evaluators.
  • Conduct regular Data Quality Assessments (DQAs) activities as needed and provide feedback and training to relevant project and partner staff. This includes DQA related to the Transforming Lives Through Nutrition project.
  • Document success stories, lessons learned, and best practices related to the delivery of program activities and use these to develop relevant learning agenda for VA staff and program partners.
  • Lead capacity building initiatives. This includes conducting training and coaching for VA staff and program partners on Monitoring, Evaluation, Research, and Learning (MERL) methodologies and frameworks, and the use of data for decision-making.
  • Support the implementation of research studies as needed.
  • Support market surveillance strategies for VA Kenya as needed, to help ensure that donated commodities are not diverted, sold, or merchandised in the open market.

2. Data Management and Reporting Support

  • Support collection of quarterly reports from VA Program Partners, including:
    • Work with VA program partners to collect quarterly reports,
    • Review reports for completeness, accuracy and provide feedback to resolve discrepancies,
    • Organize and file reports for accountable data management.  
  • Support data entry for Quarterly Reports and other VA Program Partner data into VA’s database (Salesforce).
  • Enter monthly data for the Transforming Lives Through Nutrition project into a project-specific DHIS2 platform.
  • Provide support and mentorship to VA program partners on reporting, recordkeeping, and data quality.
  • Liaise with County and Sub-County Health Management Teams (C/SCHMTs), particularly the Health Records and Information Officers (HRIO), to harmonize data collection with government systems as needed.
  • Any other MERL duties as may be needed.

Qualifications and Experience

  1. 1. Education: Bachelor’s degree in public health, Nutrition, Statistics, Social Sciences, or a related field and post-graduate training in M&E.
  2. 2. Experience:
  • Minimum three years of hands-on experience in designing and implementing M&E systems for donor-funded projects, preferably in the health and nutrition sectors.
  • Experience with implementing performance monitoring frameworks is desirable.
  • Demonstrated experience with data collection, cleaning, management and analysis using relevant software (e.g., ODK, KoboToolbox, SurveyCTO, SPSS, Stata, NVivo, Dedoose etc).
  • Experience with mapping and/or visualization software (e.g. ArcGIS, Tableau, Power BI) is desirable

3. Contextual knowledge: Familiarity with the Kenya Health Information System (KHIS), the Kenya Health and Nutrition Country structure is mandatory.

4. Strong written and verbal fluency in English

5. Strong written, oral, and interpersonal communication skills, with excellent organizational abilities

6. Demonstrated ability to work collaboratively in a multidisciplinary team environment

7. Ability to work independently and collaboratively

8. Must be able to travel extensively within country
